Below points were discussed in detail:1. Approval of AMU Visitor (President of India) for AMU Special Centre Kishanganj on priority list. Why there is delay?
2. Immediate allocation of fund (Rs. 50 Crore) for the AMU Special Centre Kishanganj during this year’s Financial Budget (2012-13) for fencing of the 224.02 land.
3. Allocate extensive fund to AMU Special Centre Kishanganj during 12th- Plan, which would be applicable approximately after 2 months.
4. Day to day issues related to AMU land at Kishanganj, especially the illegal encroachment of land by tribals.
5. Reminding the responsibility of Central Government for the upliftment of poor and deprived people from Seemanchal region of Bihar.
AMUCC team has emphasized on the positive role of Central Government to proceed further for the infrastructure related work of AMU Special Centre Kishanganj. The committee has reminded the ministry about their promise that “you guys (AMUCC) ask Bihar govt to handover the land, than central govt. would do all required thing to make the AMU centre reality as soon as possible”. The delegation of AMUCC handed over the official documents related to AMU Special Centre Kishagnanj, and the communication happened between the AMU administration and MHRD.
E. Ahamed has gone through all the documents and letters placed before him by the AMUCC delegates. Meanwhile, the state minister had talked with concerned authorities, namely Vibha Puri, Secretary, MHRD and Prof. Yahiya, OSD, AMU Special Centre team for the status & verification of the documents put before him. After getting the valuable inputs from AMUCC asked his PS to investigate on further process and get it done as soon as possible.
A delighted Ahamed promised to provide all the necessary support and actions required from the MHRD. In fact, Ahamed was very impressed with the approach of AMUCC delegation working for the cause of AMU Special Centre Kishanganj. AMUCC delegates also met with Upamanyu Basu (Director higher education) who is responsible to forward the AMU-K file for visitor’s approval, Sisodia (Joint secretary HRD) and A.K Singh (Joint secretary HRD).
AMUCC delegation was headed by Convenor Mohamamd Aslam and joined by members Mahfooz Alam, Soban Ahmad, Khalid Mubashshir and Rasheed Ahmad Khan. Although the meeting with E. Ahamed and concerned officials of MHRD was successful, but the AMUCC delegates were surprised over the response of the ministry on AMU Kishanganj. The file of approval from MHRD and Visitor had been sent from AMU, Aligarh on January 4, 2012, but no action has been taken on this regard. The ministry also sighted the reason that the elected representative of the constituency has not come forward for any talk regarding AMU Centre Kishanganj, hence the delay is happening.
An interesting yet thought provoking question put before the AMUCC delegates was “Why you guys come to us, instead your elected representative should be here to talk on the issue?” The AMU Kishanganj lovers can understand the approach of the elected representatives and their concern for the delaying issue of AMU Kishanganj. Earlier they had blamed the Bihar Government for delay in providing required land. Now the 224.02 acres land is officially with AMU administration, but the Centre is showing lucre response on the long drawing issue which is frustrating the masses due to delay. Need of the hour is that the Centre must allocate at least 5 Crore for fencing of AMU Kishanganj land unless the encroachers can go to any extent for creating chaos on the site.
