Chronology:-

 Justice Rajinder Sachar Committee was appointed by the Indian Prime Minister Manmohan Singh in 2005 to prepare a report on the latest social, economic and educational condition of Muslim Community in India, which presented the 403 pages report in the Lok Sabha on 30th November, 2006.

 Headed by the former Chief Justice of Delhi High Court Rajinder Sachar, the committee has six other members, namely Sayyid Hamid, Dr. T.K. Oomen, M.A. Basith, Dr. Akhtar Majeed, Dr. Abu Saleh Shariff and Dr. Rakesh Basant.

 Some areas of major concerns as per the report are: 1. The status of Indian Muslims are worst than the conditions of Scheduled Castes (SC) and Scheduled Tribes (ST), 2. The over percentage of Muslims in bureaucracy in India is just 2.5%, whereas Muslims constitute above 14% of Indian Population

 Based on the recommendation of Sachar Committee, the Congress led UPA government think about the possible ways to improve the educational condition among Muslims. Hence, on the suggestions of intellectual Muslims the then Union HRD Minister Arjun Singh asked AMU Vice Chancellor to open the off-campus centres in the Muslim dominated districts of the country.

 In late 2008 and early 2009, AMU VC Prof. P. K. Abdul Azis had announced the proposal of 5 off-campus centres at Katihar (Bihar), Mallapuram (Kerala), Murshidabad (West Bengal), Bhopal (Madhya Pradesh) and Pune (Maharashtra)

 Along with, four other states the AMU VC sent the proposal letter to Nitish Kumar led Bihar Government and asked for 250 acres contiguous piece of land to set a massive campus where professional courses and regular courses can be offered in addition to school education.

 AMU VC didn’t get any reply from Bihar government on this regard till the date September 22, 2009, when Chief Minister Nitish Kumar declared that he is giving 100 acres of land (free of cost) at Kishanganj instead of Katihar. Interestingly, the decision of Nitish Kumar had come just two days after his party dismal performance in Assembly byelections in which it won only 4 out of 18 seats.

 Just after the announcement of Nitish Kumar, AMU VC clarified that 250 acres land is necessary and 100 acres in not enough.

 On February 4, 2010, a delegation led by AMU VC featuring Prof. Ekram Hussain, Prof. N.A.K Durrani, Prof M. Saud Alam Qasmi and Prof. Javed Akhter visited Bihar CM Nitish Kumar in Patna and given a power point presentation explaining about the concept of the centre and its significance.

 The same day, Nitish Kumar directed the state officials to place the issue of allotment of 250 acres of land for the proposed AMU campus in Kishanganj in the next meeting of the state Cabinet to be held on 9th or 17th February, 2010. The proposal was passed unanimously in the cabinet of Bihar Assembly.

 The Bihar Government directed the then DM Kishanganj Feraque Ahmad to identify required land at Kishanganj.

 Feraque Ahmad identified the 243 acres land at Chakla Village near Kishanganj in 3 pieces, which was not accepted by AMU VC after his visit to the proposed site on May 22, 2010.

 The decision of AMU VC was a big shock for the people of the area and whole Bihar hoping for a contemporary Central university in the deprived state of Bihar.

 On June 25, 2010, the AMU VC had met with the people of Kishanganj at New Horizon Public School in New Delhi, and shared his view about the land. And also pointed out the illegal encroachment done by the tribals on the proposed site that might cause problem in future. The proposed land was in 3 pieces, which was not ideal to run a huge university.

 Just after the meeting with AMU VC the attendants formed a committee to work for the noble cause. A committee named as AMU Co-ordination Committee Kishanganj Unit was formed that was joined by all the attendants and many others who couldn’t attend the meeting. Mohammed Aslam a resident of Kishanganj was declared the convener of the committee that further met at Jamia Nagar on June 27, 2010.

 After that many meetings were held and the team met with political leaders, namely Sharad Yadav (JD (U) President), Ram Vilas Paswan (LJP Chief), Monazir Hussain (JD(U) MP), Maulana Asrarul Haque (MP Kishanganj), Akhtarul Imaan (MLA Kishanganj – he called for a symposium at JMI in New Delhi on June 13, 2010) & Taslimuddin (Former MP of Kishanganj) with the hope to find a possible solution of the issue.

 A team also met with AMU VC at his residence in Aligarh Muslim University on July 31, 2010. The VC had once again assured his full co-operation for AMU Centre in Kishanganj

 The DM Feraque Ahmad on the suggestion of AMU VC prepared a new proposal with two pieces of land and was supposed to meet AMU VC on July 2, 2010. However, former RJD MP Taslimuddin announced to join JD (U) at a mass rally on July 4, 2010. And Feraque Ahmad was transferred the same day, and the hope of AMU Centre in Kishanganj once again suffered a jolt.

 The departure of DM Feraque Ahmad from Kishanganj was followed by the Assembly Elections and the issue of AMU centre became a hot topic for the politicians fighting elections. All were claiming to clear the deadlock and establish the AMU centre in Kishanganj Bihar. However, nothing happened and the issue is still dwindling among controversial statements.

 After a long gap (when the issue of proposed AMU Centre was almost dead) In May 2011, the Union HRD Minister asked the University to select a suitable site among those offered by Bihar Government and take a decision and submit a feasibility report soon.

 Just after, the AMU VC again sent the proposal to DM Kishanganj and asked to provide the required land.

 DM Kishanganj identified 3 new pieces of land at Dhanpura, Tarabari and Dighalbank, but all were public property and Bihar Govt required to purchase the land.

 In the meanwhile, Afzal Hussain Sb. a businessman from Pothia block of Kishanganj announced that he would donate the required 250 acres land to AMU in Kishanganj district.

 Once again, on July 11, 2011 the AMU VC visited Kishanganj with his team, and after inspecting 3 new sites, visited the land offered by Afzal Hussain Sb.

 The AMU team and DM Kishanganj found the land of Afzal Sb suitable for the proposed campus.

 On July 31, 2011, AMU VC called an open session at New Horizon Public School, and shared the latest status about the Kishanganj centre. He had told that within two months the land transfer issue will be resolved.

 On September 5, 2011, AMU VC again met with the group members at Gymkhana Club in New Delhi and shared his latest update. And he said “this is my heartiest wish to establish a centre of AMU in Kishanganj. You people ask Afzal Sahab to officially transfer the land to DM Kishanganj.

 In fact, during his quit chat with committee members at Gymkhana Club the VC told that he is in continuous touch with DM. And DM Kishanganj is in full favour of AMU Centre. However, some local elected politicians are putting pressure no DM for not accepting the land offered by Afzal Sb. The illogical reason given by such politicians with vested interest are that the land is in close proximity to West Bengal that might create a law and order situation. But the AMU VC is very firm over the land offered by Afzal sahab and clearly told there is no any alternative for AMU Centre.

 However, a rumour about Afzal Sahab was spread that he is demanding money for the land from Bihar, which is baseless. We are in touch with him, and he has clearly mentioned that some locals including politicians are unnecessarily creating controversy.

 DM Kishanganj is also co-operating AMU VC to provide the required land and we had personally talked with him on this issue. In fact, he had prepared plan B (the second proposal) for the land as an alternative for Afzal Sb’s land that was earlier supposed to offer AMU VC by former DM Feraque Ahmad.

Possible Solutions right Now

 As of now, man of the moment is “Afzal Sahab”, “DM Kishaganj” and “AMU VC”. We don’t need any political interference from opposition parties or people supporting the ideas of opposition in Bihar.

 Direct talk with Afzal Sahab, and asking him to officially donate the land to DM Kishanganj for AMU Centre. The time frame for this process will be set up that might be 7 days or 10 days.

 Even in the worst case, if Afzal Sahab’s land doesn’t become feasible, then we will request AMU VC to accept the land (Plan B) offered by DM Kishaganj.

 The land offered by Afzal Sahab require NOC from Tea Corporation of India that will be taken soon once the land is donated officially.

 The Environmental norms also required to follow for setting up the campus. This matter will also be resolved.
