Right to Service Act Bihar! Power to People

August 15, 2011 was not only just a usual Independence Day for the state of Bihar. The Independence Day brought the gift of ‘Right to Service Act, 2011’ for the people of Bihar. Aimed at providing various services to the people in a time-frame, the 'Bihar Right to Service Act, 2011, came into force from this Monday. Now, around 50 services spread over 10 departments will be made available to the people under the Right to Service Act.


The law, a brainchild of the chief minister, was envisioned and drafted as a major anti-corruption tool and passed without even a debate in the state Assembly in March and the rules were framed in May. Prescribed forms were issued on Tuesday for making applications and applicants were issued receipts. Termed as “yet another revolutionary step” in Bihar’s journey towards becoming a corruption-free state, the law provides penal action against officials failing to provide the certificates within the stipulated timeframe. There is also a provision for dismissal of officials from service for such failure.

As per the Right to Service Act, the applications of the people seeking various services will be fed into the computers and the applicants will be provided an unique identity number which the concerned applicant were peruse on the website of the general administration department for progress on their request.


 
The applicants can also seek status of their application on by sending SMS on their mobile phones by typing 'RTPS space 56677'. If an applicant not having a cellphone can dial on a toll free number to seek an update on their applications. However, as per the principal secretary (General Administration) said it will take at least ten days to put in place the toll free phone facility for the RTPS applicants.

Some benefits of Right to Service Act 2011: -

- The District Transport Office will provide 18 services under the Right to Service Act

- Common people can easily get their driving license.

- The deadline for issuing learning driving license is 15 days

- The deadline for issuing permanent driving license is 30 days

- The deadline for issuing second copy of driving license is 15 days

- The deadline for issuing Smart Card (driving license) is 15 days

- The deadline for issuing International Driving License is 30 days

Although the Right to Public Service Act having been made operational in Bihar from August 15 and already evoking huge expectant responses from the people, the real test has begun for the state’s bureaucracy and the Nitish Kumar-led government’s commitments to deliver essential public services faster.

In just two-working days after the much-hyped law guaranteeing time-bound delivery of several public utility services was enforced, at least 40,000 applications were reportedly received at the district and block headquarters across Bihar by large crowds seeking mostly certificates for caste, residence, income, ration cards and social security pension. Seeing the public enthusiasm in the swelling throngs of applicants, special counters were opened in several districts of Bihar.

  1. if i am not able to get the smart card(driving license) within 15 days . how can i use the right to service act for this..as on 26th august 2011 , i had given all document and received a receipt but till date 21st September i dint get smart card so how can i use the right to service act against it. i m doing job in delhi and it is not possible for me to wait so long for smart card staying here in purnea district. please suggest me as soon as possible.

    Could you please suggest me how can i apply for passport from here as i heard we can't apply for passport from here.

  4. Abrar, you can apply by filling the passport form with required documents. However, for verification purpose you have to be there on spot at your given address. But, you know the jugaad policy, it applicable in verification case as well.....
